Il programma utfcheck esamina un file di testo e stampa un riassunto del contenuto del file: ASCII, UTF-8, UTF-16 (big-endian o little-endian sulla base di un Byte Order Mark iniziale) oppure dati binari. I file ASCII e UTF-8 sono ulteriormente elaborati, i file UTF-16 e binari no. Per un file UTF-8 il riassunto include se il file inizia o no con il Byte Order Mark Unicode (U+FEFF). Tutti i dati successivi incontrati che non sono Unicode ASCII o UTF-8 correttamente formato vengono considerati dati binari; quando vengono letti dati di questo tipo il file di input non viene considerato un file di testo corretto e il programma esce con uno stato d'errore.
Il programma utfcheck restituisce uno stato d'uscita EXIT_SUCCESS se il file di testo era correttamente conformato e EXIT_FAILURE altrimenti.
